State of the City Summary: A Template for Initial Overview

Introduction The initial overview document represents an area of opportunity for City Managers. This document may be developed when a City Manager accepts a new position, or there is a change in senior departmental staff. The document also provides somewhat more predictability when a local government election occurs. The overview document provides the foundation upon which the City Manager can communicate suggestions and recommendations for their community, identify existing strengths (S), weaknesses (W), opportunities (O) and threats (T) and also define the strategic objectives staff are seeking to deliver. By developing an overview document the City Manager can engage senior staff and communicate with elected officials, by ensuring they understand and agree on the objectives staff will be focusing upon.
