Cash for Performance: Distribution of Resources to Local Governments in Ghana

In 2007, the Government of Ghana launched the use of a standardized tool to annually assess the performance of local governments across Ghana, starting with an assessment of their 2006 performance. Following the assessment, a pool of financial resources provided by the Central Government and other development partners (including bilateral aid institutions) is divided amongst local governments based on rated performance, geographical size, and population. The purpose of the program is to provide monetary incentives to local governments that comply with legal and regulatory framework, identify local governments which require capacity building support, and to create public accountability with the overarching goal of improving local level service delivery.
