THE CANADA-ONTARIO EARLY LEARNING AND CHILD CARE AGREEMENT: WHAT IT MEANS FOR MUNICIPALITIES

There is a long history of child care advocacy in Canada and it appears that policy ambitions for a national child care program may finally be coming to fruition. Outlined in the federal budget on March 22nd, the government is allocating $7 billion to early learning and child care over the next ten years, while also announcing the development of a Multilateral Early Learning and Child Care Framework, which will be implemented through bilateral agreements with the provinces.[i]
