The Changing Profile of Canada’s Top Public Service Leaders

Large numbers of public sector workers are poised to retire in the near future. Furthermore, the recent sharp downturn in the economy, the tentative recovery, and an attendant political climate of “doing more with less”, promise to intensify the challenges for the public service at all levels of government to optimize resources. Obviously, attracting and retaining top quality executive leadership, those who hold authoritative positions in the upper echelons of the public service behind elected decision makers, must be a priority, especially where potential losses through retirement will occur.
