How Oregon Reinvented Infrastructure Financing with the Mileage Tax

In the summer of 2016, the State of California is set to introduce a road-usage fee pilot program based on Oregon’s mileage tax. Five thousand volunteers will participate over a nine-month period to determine the viability of charging users per mile driven in lieu of taxing each gallon purchased at the pump. There will be no cost to volunteers participating in the program, and while GPS and odometer tracking may be used, the Department of Transportation promises to employ strict privacy regulations to safeguard users’ privacy.
