THE IMPACT AND EFFICACY OF A REGIONAL GAS TAX

Over the past several years there has been substantial debate about how to fund planned expansions of public transit infrastructure in the Greater Toronto and Hamilton Area (GTHA). The GTHA is one of the largest metropolitan areas in North America and additional infrastructure is generally acknowledged as needed. The regional transportation authority, Metrolinx, was tasked by the provincial government to provide options of policy instruments that would fund The Big Move plan (a 25 year, $50 billion dollar infrastructure plan). Metrolinx recommended several policies that would raise revenue, but most of these policies would have little effect on the many negative externalities associated with driving.
