Measuring Property Performance in Local Government

When I start a presentation on property asset management I often ask the question “What is a building?” People within the audience will look at me as though I have lost the plot, but within local government in the United Kingdom the question is extremely valid. With the exception of social housing, local authorities are not there to provide buildings, they are there to provide services. The building is just part of this delivery chain and it can fundamentally enhance, or have a negative influence on the services provided from it. So whilst we do need to measure physical condition, space, cost, and the like, we also need to think about how we can measure the service impact of the building as well.
